A "minimum wager" is a wager made at the lowest amount you are allowed to wager on any particular slot. This value varies in each slot and can usually be viewed right on the slot screen or in the slot's rules. The minimum wager is always lower than the maximum bet, the opposite in fact, thus allowing you to play on a smaller budget.
